Before the transfer of the property into the buyer's name can take place, permission must be applied for to the Council of Ministers in writing from the buyer, after the agreement is signed.

This permission is more or less a formality, and is given as a matter of course to any bona fide buyers. The process can take up to 10 months but in the meantime buyers can take possession of the property without restrictions.
